When using Document Viewer to preview the PDF which exported from a table Form, the Japanese/Chinese characters are displayed as garbled characters

When using Document Viewer to preview the PDF which exported from a table Form, the Japanese/Chinese characters are displayed as garbled characters, but can be displayed correctly after download.
It was OK in Paris.
I tried to attch the correct pdf which exported from a Paris Instance, to a Quebec instance table record,
then using document viewer to preview it, also no problem.
So it looks like something wrong within the pdf generation processor in Quebec.
Has anybody meet the same problem, Is there any way to fix it?

I'm using Rome and Japanese in PDF attachments seems to be coming out OK.
Not sure, but all glyphs needs to be included in the font used by the pdf.

Is the pdf attachment generated by using the export menu?
I tried Rome instance, still not working well.

I know when using PDFGenerationAPI, we can set the font record sysid,
but how about the OOTB PDF generation funtion, like export menu, hr related signed document?
