Why is assignment group greyed out?

Hi All,
I have an issue where members of a particular team are unable to change assignment group within requests as it is greyed out. Every now and again they may have to assign to another team. The issue is not present within incidents.

ACL , client script or UI policy is making it readonly. Please refer below thead to resolve the issue,

It would seem I have probably missed some vital info here. As a system admin I can change the groups. But the guys on the team who are not a system admin are unable to. I was hoping it may be a role or group I can add.

Check the ACL. Have you gone through the thread link which i have given to you? where zica explaine it's cause and resolution for it also.
