All users are not appearing under Requestor field.

After creating an Incident, I observed that if I try to change Requestor (or Assigned To),reference field is displaying only a limited set of users.
This happens even when:
I do not manually select an Assignment Group
The Assignment Group field is not auto-populating
However, the users shown in the Requestor field seem to change based on the user previously selected (for example, when I select Abel Tuter, only users from Abel’s group are shown; when I select Fred Luddy, only users from Fred’s group appear). Please help me I am a beginner.

To view the reference qualifier that is affecting each field, right-click on the field label in the native UI and choose Configure Dictionary. When you do this on Assigned to notice the Table name on the Dictionary Entry that is shown is Task not incident. This means the field is shown from the task table, but can have different behaviour for each extended table (incident, problem, change, requested item...). In the Dictionary Overrides related list, view the record for the incident table. On this screen you will see the reference qualifier that is in effect for this field on the incident table. If there is not one in this record or no override record for incident, then it uses the one shown on the task table Dictionary Entry.
