ACLs on reports

Hi,
Below is my requirement to create ACLs,


Create ACLs on sys_user table for Read access to all records and fields

report_view access

report_create access

 

i am confused what is the 'report_create', Does this is similar to 'report_on' in ACL.

Pls help.

I can't find any documentation on either report_create or report_on. The only documentation I can find it report_view which is an ACL to allow users to view report created on this table.
