Incident Priority issue

Hi Everyone as we have configuration in our Account like only one particular group can create a P1/P2 incident other than no one can raise it.

 

But here we have a issue users are changing the impact and urgency and saving the incident in p1/p2 this needs to be configure now we have tried to give "update" in our business rule but no luck it is effecting work notes and all, user cant able to update the work notes as well after giving update.
