Group manager and Secondary Owner of all CIM groups would be granted this role automatically. Whenever a new CIM group is created, the manager and secondary owner should be added to this group automatically. Can someone help me to resolve this.

You aren't providing the information needed. You aren't mentioning what role or any other logic (what happens on manager change?).

Just create a flow to handle the logic needed. On change of any of the manager fields on the group, add the role (but that would also mean you are ignoring best practice to add roles through groups, so maybe think about that as well).
