You do not have the permissions to modify this record - when trying to assign tasks in VTB

When we are moving VTB we are receiving You do not have the permissions to modify this record error.  

I have checked community, I found one they are asking to create a list_edit ACL on vtb table. I have created list_edit acl, however still user is receiving same error.

User is having itil role

Can you help me what needs to be done?

one of the user is trying to assign VTB to users,  

then user is receiving error message,  "You do not have the permissions to modify this record"

SO if I understand correct, in a datadriven visual task board, a user is trying to assign a task/case/etc. to another user? is that correct?
