Hi @ChetanSh ,
There are multiple ways to achieve this requirement but you can follow this below method
You can open the form context menu.
Navigate to UI policy --> Enter short Description-->Click save
Scroll down in the related list UI Policy Action-->Select New
UI Policy Action Form will appear
In the Field name Field select assigned to.
Make the Mandatory field as true on the same form

There are different ways to Make field mandatory.
1. Field Dictionary, this approach will make it mandatory for other tables as well where it is being used.
2. UI Policy , This will make it mandatory only for the incident
3. Client Script, This will also make it mandatory only for the incident.

1. You can use UI Policy, and based on the conditions, you can make the Assigned to field mandatory
2. You can use Client script (OnLoad or OnChange)
