I will explain clearly
There is cab meeting in that related list is there , in the related list Agenda Items and Attendees are the as shown in figure
in the Agenda item we are adding Change Requests when ever cab meeting happens, so the Assignment groups of the Changes name contains Network , storage and windows are should be top automatically
Ex: assignment group have network key word (filtered manually )

so related list is for CHG table but related list label is Agenda Items
There automatically those CHGs should be seen which have one of those groups?
if yes then why default filter is not working for you? share screenshots

Are you asking that those CHGs which have one of those groups should show on the Top and then the other CHGs? If yes then this requirement is complex to handle

yes as mentioned that's complex requirement and the solution is not guaranteed.
you might have to use query business rule but it's trickier
