How can I initiate manager approval request after ordering a catalog item?

I am facing issues setting up a flow such that when a catalog item is ordered (by making a REST API call to the `sn_sc/order_now` endpoint, a request is made to the manager of the user for which the item is requested. I can already see this exists as an existing flow in ServiceNow Workflow Studio. However, even after I link the Flow column of a particular catalog item to this flow, it doesn't ever fire up.

However, I am confused because even though this flow is not triggered, ordering an item always creates an approval request but surprisingly, it's always a fixed approver called Eric in my instance. I want to change this such that if the user has a manager, then the only approval that is requested is from the user's manager and no one else.
How can I do this in Flow Designer and stop this default fixed approver behavior from happening? Can someone explain why this is happening in the first place and if there's a certain Business Rule or something else that is causing this?
