I have created Virtual Agent flow called "New Access request" How it should be visible in esc portal. for More Clarification Please Refer Attachment.

As per your screenshot i see you are using Now Assist in your Virtual Agent. Please enable the Flows and Topic skills :Virtual Agent Designer | LLM Topic Authoring
