The error means that the user has not the right role to create the task.
To resolve the issue, you can add the appropriate role to the user or to add the role in the section Run with role(s). Please refere to the screenshot.

I would recommend changing all flows to Run As System User. You're going to have other issues if you don't, and I haven't heard of any good reason to do otherwise.
