Can you describe the complete scenario as you are uploading any file or specific file (mention size) as an admin in your non production instance and a specific catalog item is throwing this error.

On my dev instance for few users not able to attach tje document on service catalog. For few users able to atrach. If without attachment submitting tje catalog then able to see the attachment on RITM table. But where OOB attachment is mandatory then not even able to submit the catalog. Happening with few users, not everyone. End user with no role able to attach and this user has itil role and he is not able to attach. Other itil users able to attach. No error is coming.
