This step involves specifying the data source, such as an Excel file, CSV file, or other data sources, before importing it into ServiceNow. After defining the data source, you can then create an import set, map the data fields, and apply coalescing rules as needed.

Do you have the CSA ebook? If yes, I would suggest checking it there. Also, when you did the lab for this topic, what was the first step in that? That will be the correct answer. I understand you're confused because there are two answers even on the internet. The ebook is the single source of truth, so I will go with @Rajesh Chopade1  answer, as Data Source is the first step.

i am confused between option C , Option D
