Where is the visibility config for Start Work form button in FSM?

Working on some improvements in FSM. 

Client wants to use the Start Work and Close Complete buttons on desktop UI. The buttons only show up when the user is the assignee of the work order task. I need to make it visible to other fulfillers. 

I couldn't find a UI policy that drives that, the UI action condition doesn't have such restriction either. 

Does anyone know how the visibility is controlled?

Go to sf_state_flow.LIST

Open these records and update the manual condition

the UI action condition is driven by State Flows on wm_task table

Check these here and update accordingly
