How to change the workflow to assign high priority tickets to agents who has low priority tickets irrespective to their capacities in Assignment configuration subflow or in any other workflow

I am using the default set and have not modified anything. Can I achieve the requirement of assign high priority tickets to agents who has low priority tickets by changing "Assignment configuration subflow" or any other flow?
