Program Management recommendations in SPM

Hello everyone!

I am interested in learning how others are managing Programs records in SPM.  When we engaged a third-party implementor with our original ITBM (now SPM) roll out, we were advised that along with every Program record created in the Program table to also create a matching Project record (they referred to as the "Program Project") to track the following align to more than one project or the broader program efforts:

  • Cost Plans and Expense Lines (i.e. not accountable to one single project).
  • Resource Plans for Shared Resources (i.e., Program Manager, Solutions Architect, etc.).

This recommendation was intended to reduce some of the administrative overhead with shared program resources and costs from having to individually subdivide to the discrete project efforts.  However, these "Program Projects" have impacts with many of our out of box PPM reports as these ghost project records are being included in many counts.

While we have been managing this with customizing the reports to exclude those "Program Project" records, curious as to how others manage shared resources and/or costs within programs?  Do you divide them among the individual projects?  Do you also use "Program Projects?"
