Skipped records after the Upgrade. Base System vs Customized are exactly same

I am reviewing the skipped records after the upgrade. But is some skipped records what i noticed is base system version and customized version is exactly same. My doubt is if they are both same why the record was skipped during the upgrade

Check the record update count or versions history.

Sometimes someone changes something and then change it back but that causes system to register it as the record being modified.

If the record looks same its good to move to the oob version.
