unable to wake an instance

I tried waking a newly generated instance, it moves to restarting and stays like that for an hour and after that it moves to paused. 
Do we need to terminate older instances that we no longer use? I have an existing instance from welcome to service now tasks and now I am at micro-certification- welcome to service now that doesn't seem to run/wake, stuck at paused.
please help

I know there were issues yesterday and having just logged in to ServiceNow University, it seems the issues are ongoing (error in attached screenshot as can't paste an image in for some reason).
