I have tried to diagnose the issue but have not been successful. I have attached the diagram of the Catalog Hierarchy for the Product Offering I have created. Everything works fine until the CFS, but for some reason the value of a Characteristic 'Vendor" that I set during order time is not being transferred from the CFS to the RFS and so a Service Order for the RFS is not being created, and consequently the Resource Order that is linked to the RFS is not getting created either.
In working through setting up the specs I see that the functionality to map attributes is available only in the Product Spec where attribute values can be mapped from the PS to the CFS. How are we able to pass values of Characteristics further down the hierarchy? I guess that is where my problem lies.

Attribute mapping is allowed from any to any spec. It is not restricted only to Product Specs.
Based on your description of the problem statement it appears you are not seeing the related list for Attribute mapping on the Services i.e. CFS/RFS. Can you confirm if this is what you meant by "I see that the functionality to map attributes is available only in the Product Spec".
Perhaps, all that you need to do is to add the missing related list for Attribute mapping on the Service Specs for the view you are working with.
Once this is done, you should be able to complete the desired attribute mapping.
If this is not the case, we can look at other possibilities such as decompostion rules set up etc..
