ACL Assessment for Reports application install

Ok, I need some clarification. I like everyone received a notification from ServiceNow that Report View ACL's would be enabled on my instances back in May 2022. Ok, so it went on to say I should install the ACL Assessment for Reports application, fine.
So on a sub-production instance, I elevate my role to security_admin and navigate to System Applications > All to find this puppy. I search for ACL Assessment and get nothing. Then I go to System Applications > Available to Obtain From Store, and there it is. Surprise though, no option to install it.

What's this about then, why can't I install it? No button, no warning, just it exists but I can't do anything. My instances are CSM Rome patch 9 - FedRAMP.

Is this whole idea of Report View ACL's not for me? What gives?

Figured it out. After logging into HiWave, I went to the Help Center, then clicked the panel for ServiceNow Store Support which lead me to the ServiceNow Federal Store. Once there I searched for ACL Assessment and was able to find and request the app for my sub-production instances.

It was not reverted even in Tokyo. We had no issues when upgrading from Rome to SanDiego but we did have users loose access to various reports when upgrading from SanDiego Patch 6 to Tokyo patch 2.  We cant access the ServiceNow store from our on-prem instance so ACL Assessment for Reports application is nice if you can get it.
