Changes to table / column permissions between Tokyo and Utah for reporting

I am an ITIL user in multiple assignment groups with multiple roles. I frequently create reports for the assignment groups I am a member of. In Tokyo, fields such as short description were read only access with my access, but since upgrading to Utah when creating reports against certain tables, fields or columns such as short description are hidden and I am not able to display them in reports. Is this normal and is there a way to fix it?
