The servicenow instance is down since the change CHG69739386 was implemented this morning at 9AM GMT. Can you please confirm what is the issue and what is the best way to raise it with Servicenow?

Look like you are talking about your company instance, in my experience I never saw Servicenow down for more than min or two.
Did you check is any local issue at client side ?
If now you can log a now support case to get help from SErvicenow.

It can be numerous issues, best would be to log into your organisation's support.servicenow.com and log a support ticket.
