My PDI is currently on Washington DC Patch 1.
To activate new features, Patch 3 is required.
However, I cannot upgrade it. Is there a way to make it available?

Hi @Jenny-YviN - sorry, the short answer is no, Patch 3 is not currently available for PDIs.
No doubt it will be available at some stage. Keep an eye on the update options via the developer site.

Exactly this!
Its just that ServiceNow in general only makes 1 or 2 patches available for Personal Developer Instances, for example security related patches. So for example it might be that PDIs are still on Patch 1, while for company instances already Patch 5 is available.
It's just how it is.
