I don't think there is an OOTB option to configure however there is a possibility that you can manipulate it using DOM elements which is not a good practice.

You can display your hint as like below:
If you want to configure this, please follow the below steps:
1. Configure the form layout
2. Select you r view and section
3. Use this Annotation
4. You can use annotation as per your requirement.

I tried this way but it is showing the msg box at then end of the section and not on the top.
I need it at the top.
