Hi @Stephen Marks , there is a record producer it seem which might be inactive in instance i tried in pdi but its not available so in your instance you can check the record producer with same name as Create Agile group and sys id is "6269e2950b332200a6acc93563673a00"
/sc_cat_item_producer.do?sys_id=6269e2950b332200a6acc93563673a00 if this is inactive make active and check and also you should have scrum_master or scrum_admin role to access this please check user criteria.
Please check and Mark Helpful and Correct if it really helps you.

Hello Swathi,
I appreciate the input. It did turn out to be that the record producer was in fact missing. I was able to get servicenow support to provide the oob record producer and my issue appears to be addressed.
thank you

Hi @Ralton Stewart ,
Check the Catalog item
Go to the Catalog Item definition
Scroll down and look for the 'Available For Tab'
Check the roles/group the catalog item is available for and check whether you are part of that group or you have the roles,
also pasting servicenow article,
https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0751522

Hello Swathi,
Further up in the thread you mentioned a catalog item. Is this catalog Item/record producer "out of the box" OOB? If so what is it's sys_id? what do you do if you do not see record producer/catalog item?
Kind Regards
