Catalog item visibility based on the ritm record

Hello,
A new catalog item has been created, display the item only when it was not ordered earlier for the same account. For this, in the user criteria check the RITM table with the customer name (fetched from logged in user) and if there are no records then show it else the item should not be available. Even the category should not be available for the customer.
For customer name, in the ritm we have variables called account.

you want to see the catalog item only if it's not ordered by that logged in user.
I didn't get this part -> for the same account
since account is a reference/string variable? why not use onChange catalog client script and show error?
