Contract is not moving from Draft to Active

HI Team,

Can someone tell me what is the OOTB job or script which makes the as_contract state to set to Active or Expired?

In My case, the Start Date is set and there is no approval , yet the contract has not moved to Active.

Same is the case with End Date, the Contract is not moving to Expired. 

Not Moved to Active from Draft?

Did you check any other OOB business rule etc needs to be deactivated/updated to cater to your requirement?
