Could not able to import a xml which has specific scoped role (eg. sn_si.basic role) to groups.

Hi,

We were not able to import a xml of role (eg. sn_si.basic) to groups, getting error as below, (Note: this issue is only on our subprod instance, we didnt face issue in dev/test).

Not only import, I couldnt even able to manually add this role in that instance to any group/user. I have admin role.

Error :Skipping record for table sys_group_has_role and id xxxxxx - permission denied.

 But I could able to import xml for sn_si.read role to groups in the subprod instance.
