Exclude Employees Who Did Not Respond to Previous Relational Surveys

I want to ensure that employees who did not respond to a previous relational survey do not receive repeated survey invitations,
So that we avoid sending unnecessary surveys and improve response rates.

Description:
Currently, employees who do not complete their surveys (which are marked as 'Cancelled' after 14 days) are reselected in the next cycle, leading to unnecessary survey invitations. With the new logic, even if an employee does not respond to a survey, they should still be excluded for 365 days.

What is the use case behind the requirement? Is it to get a better response rate? That doesn't really make sense, because in the end you will only get 1 response and you will report 100% response rate and on the next cycle you get none, which will leave everyone flabbergasted. 

Getting the response rate up should be done by asking the questions and show that you act on the results, so people really feel themselves heard. 

 

Next to that: when people notice that they don't get new surveys they can either decide to not respond to no longer receive the notifications or get annoyed because the get them so often and others don't. Isn't it the goal to get 100% of all users?
