Notification on request "Comment left on request"

Hello! Can anyone know how to test this OOB notification because it doesn't sent notifications emails when we add a comment on RITM. i made changes on the condition : "when to send" but anything is happend

Are you sure if getUserByID is valid function? I think it is not. Try using 

getAllRoles.
