ola conditions are matching but it is not getting attached to the ticket its not triggering.

I am not Ankur, but here are some pointers:
What is the stop condition? If the stop condition is already active during the start condition, no SLA record will be created.
I also think you need to remove the Assignment_group.vendor condition from your condition. It doesn't make sense. You trigger on 1 assignment group record and are then dotwalking to a field on that record.

And what's the difference between the instances? Did you remove that 'vendor' condition? Check the xml of the group record to validate that the vendor is really empty. It could very well be filled at one time, the vendor record got removed, but the reference remained (it won't show on the form, but it will in the XML).
