On-Call Application Change for Remove Coverage

Hi all,
If an itil user has access to their on-call calendar, they can make substitutions/replace coverage and that still works. They used to also be able to remove coverage if it changes or isn't needed any longer. They cannot do that anymore and I am not finding an answer as to why. Anyone else seen this and/or have a fix?
