Password Reset Blocked Users

We have recently migrated a project to ServiceNow so users are still not familiar with login creds. Instead of userid they user email and that leads them to block.

 

We see users are listed in Password reset blocked user table but there are users with past expiration date. Why they aren't unblocked if the expiration date is achieved? How system is calculating this expiration date? Do these users are still blocked? How exactly this process is working can anyone guide me please here.
