Remove ability for users to 'Choose Options' on the Standard Change Template form/proposal

I need to disallow users from changing the Change Request Values on the Standard Change template/proposal form we have built. I checked the Standard Change Properties page and cant seem to find the option which disallows those from being changed.

Those are the values that are initialized as the mandatory fields in Standard Change Properties page but wanted to see if we can disallow users from changing those after the fact. I don't think it's possible but just wanted to check with the community

Disallow users from changing the fields in the 'Choose options' portion. Not disallow users from entering in values in the text boxes which they'll obviously need to enter

Because these are under mandatory fields added in properties.
