I need to find a way to be notified when a change_request state changes from Approved to Implement back to Draft or a state changes from To be Approved back to draft. See the attached screenshot.
I don’t have access to create notifications/ I can view them sysevent_email_action but don’t have access to create a notification for when change state changes and I didn't see any relevant notifications available or on Sp Change Management Notifications
As a result, I looked at reports. The create reports option doesn’t allow me to report on state changes (for change_request) and I don’t have access to create a metric definition. I created a metric definition in my pdi, but still had questions on viewing just when the state reverts back to draft.
I also can’t access sys_audit, but I feel it is probably not the best approach to report on sys tables anyway.
In addition, I tried searching by keyword but received an error and I don't have access to ts_stop_list.do, Below is the error : Your text query contained only common words or ambiguous wildcards
Lastly, I also can't access sys_history_line in a list but the data still doesn’t display with actual names. Do you have any suggestions on how I can have visibility to the state changes mentioned above for Change_request. thanks so much for any feedback you can provide

No attachement with question.
With this type of access limitation, best option to check with your ServiceNow Admin Support team who has admin access , they can create metric definitation for you and you are create report on that table.
