Send notification to only new group that added in list collector

Hi Team,
I have created one custom field called "L1 Group" on the incident form and we have one notification "L1 group notification" that we want to send the group that is added in the field.
I want that when someone added new group in the L1 group field so only that group should be notified, it should not send the notification to exist group which is added before.
Can someone please help me here?

1)You can add your field in Who will receive, for example:

2) Add the condition in when to send as the field(L1 Group) changes- so whenever a new field value/group is added it will trigger the notification. example:

I did this but it is also sending the notification to existing group.
Suppose "Hardware group" is already present their and I added one new group "Software group" in L1 group field their so only software group should be notified

I have tested with the same conditions in my PDI it is working as expected. Can you send me the screenshots of your configuration so that we can see the exact issue? I have sent you a private message as well.
