All the users language is already set to different languages (french,canada,english) however I can see still the user preference table is not updated by default.
As dynamic translation for email needs this user preference table for language is to be updated.

I remember this didn't work always well for me neither, what you can try is to go to portal or employee centre

and then click the profile menu item in the banner:
For Abel Tutor, you might need to impersonate the user first...
