Yes, if you're not working with a partner company, you will need to purchase this voucher. The cost is $300 plus taxes ($54). Once you buy it, you can then book the exam.

ServiceNow provides free exam vouchers only for partners and if you are working with non-partner Organization, you would need to spend 300 USD plus taxes to book the exam.

Please complete the perquisite to claim the voucher, once you complete the prerequisite then only you will be able to claim the voucher.
To Claim the voucher, check the out the below post: Clarification on CSA Voucher Claim .
You need to complete Welcome to ServiceNow ->ServiceNow Administrator Fundamental/CSA ->ServiceNow
System Administrator(A simple article type) -> Register and Complete CSA Exam.
