Image picker works for non-images... (at least in Windows) the user just needs to change the File Type in the File Explorer popup and they can select other file types. If they select a non-image file, VA will return a broken image "preview", but that's because it's not an image - the file is still uploaded just fine. We're on Madrid but I don't think this was changed...?
