End Conversation button not enabled

Hi ,
I have below instance on Orlando which has END Conversation button active and its working while on other instance which is on NEW YORK, i dont find this button, any clue or you faced this previously.

I'm noticing that when using the switch topic system function, the X for End conversation is disabled. Any ideas how to enable it while using switch topic?
I tried the shared solution above, but it is using "topic discovery" which means, everytime a user selects a topic, VA prompts a list of topics including the selected topic saying "I want to make sure I got this right, please select the topic..." This is not ideal, being that the user already selected the topic he/she wanted.
Appreciate any inputs.
