This is from the documentation:
"Promote up to six topics that are initially displayed to your users, above the Show me everything button in the chat window. Promoted topics are supported only on the web and mobile clients."
Short answer - It is not possible.

Thank you for your answer.
I see order for the Promoted Topics in Custom Greetings & Setup but there is nothing related to the "Show me everything" order. It always goes last but we need it first. It's requirements of our company.
