The Virtual Agent Topic Block has been deleted while moving through update set

The Virtual Agent Topic Block has been deleted while moving through update set.

I moved an update set from sandbox to dev instance which has all the topics that will be used in virtual agent. The update set got committed comfortably

But i am getting an error when i went in Virtual designer for two of topic blocks saying they are deleted.

Can someone guide what i did wrong.

The only time I had this happen was when the topic block was not available.  I started the practice of creating Topic blocks in one update set, move that first then move the update set with the Topic changes that are using the Topic Blocks.
