Unable to add custom greetings setup topic to Default chat experience in Vancouver release?

I have created my custom greeting set up topic which is already publish but unable to set setup topic to Greetings.
I don't know why it is?

Please help me to resolve my issue?

The only time I had this happen is when I did not set the Topic Type to setup.  Can only  select that setting during creation

Can you check sys_cs_topic.LIST ?

You can compare existing greeting topic with custom greeting topic.
