Virtual Agent greeting topic not working

Hi, 

I'm in the process of setting up virtual agent but I can't seem to get the greeting response to work. I keep getting the same message of 'There are no agents available at the moment', 'please try again later'. Even when I try to test a topic (any topic) in the designer I get the message. What am I doing wrong here?

Thank you for your response. While I look into that, just wanted to add that not only does it not work on the portal but also when I 'test' in VA Designer. Which suggests it isn't just a portal issue. There is probably some configuration I've missed somewhere but struggling to find it. Will go over your suggestions and see what I can find.

Your testing in the VA Designer should use the Default Chat Experience, you'll want to make sure that record (with the global setup topics) is active and the greeting topic is defined (and published).
