How to set the from address on Microsoft exchange spoke send action

I am trying to find out how to get the correct user to "send as" while using the exchange spoke in flow designer.

 

1. I have tried to leave the User ID blank. This sends out as me even when another admin tests the flow.

2. I have passed the User ID of the person I want to "send as" to user ID field above. I get an error that says "The user does not have sufficient permission to perform this action."

 

Is there some sort permission I need to give the user in exchange? I have send as permission for the user.

 

Is there a reason this is sending as me? I was not able to locate anywhere my account was included in the connection for this spoke. I also have the flow set to run as system user.

Update, we found that my account was being used to create events due to requesting an updated token. So, for me to generate a calendar event for a user I (the service account) would need to have explicit full access to a users mailbox to create an event on behalf of that user and that seems like it shouldn't be the case.
