"Your flow cannot be found. Flow sys_id:An" error when opening flow in flow designer

I am getting the error - "Your flow cannot be found. Flow sys_id:An" when trying to open a flow in flow designer. A person with admin privileges is able to open the flow without any issues but users with flow designer role is not able to. What is the reason for this?

Hi,

it's possible that there are delegated developer permissions at play or even additional role-based content / feature access limitations (FD User Access on Docs).

If this does not apply, I'd ask you to please submit a case to https://support.servicenow.com/
