Trigger catalog item from another catalog item flow and relate them

I am trying to solve a timing issue with an order guide.

We use an order guide to onboard a person.  In the order guide, the user can select a phone, computer, etc.  In the flow, the computer, phone, etc. fulfillment needs to wait until the user has been created.  However, we have additional new user processing to add security, application access, etc. at the end of the new user creation that has always caused us timing issues.

As an example, the manager onboards a new person and at the same time orders a new computer and to set up a mobile device.  This is three catalog items, New User Creation, New Laptop, New Mobile Device.  Since it is from an order guide, all three will have the same REQ but different RITMs.

The flow is:

1. New User Creation

a. Create the user in AD

b. After created in AD, create SCTASKs for teams to grant security roles, application access, etc.

2. After the New User Creation is complete, simultaneously start the rest of the requests (in this case, New Laptop and New Mobile Device).

The issue is 1b.  The additional catalog items do not need to wait for the security/application access to complete to fulfill the items, but because 1b is part on onboarding, the subsequent catalog items are delayed until the tasks are complete.  We did try Order Guide Sequencing, but it caused issues so it was removed.

I thought a good solution would be to move the catalog tasks in 1b to its own catalog item and submit it from the flow so the other catalog items can start as soon as the new user is created in AD. However, the catalog item submitted from the flow creates a different REQ and I want the catalog item to use the same REQ as the others.  How can I get the submitted catalog item to use the same REQ as the order guide?  Is this even possible?
