configuration hub is not available in developer instance - Vancouver

I had the same issue after upgrading from Utah. Now fixed, on January 4th 2024.
Here is the solution that worked for me, remember to mark correct if it works so others can find the solution.
1. Ensure Configuration Hub is installed
{Instance URL}/now/app-manager/home/app/id/2028fe718b11c8f32122c6da3b496a83/v/1.0.2/details
2. Update Admin Center to 2.0.4 Or REPAIR version 2.0.4

My PDI is Vancouver and it just works.
However I have just tried installing it into a Utah one and it behaves the same as you describe.
Even opening the URL that is supposed to open Configuration Hub (now/configuration-hub/home), does nothing, it says the page cannot be found.
What is the version of your PDI?
(I mean as a compatible version only Vancouver is listed, but seemingly one can install it on earlier versions too)

Its vancouver only, I just refreshed PDI , Freshly installed sn_config_hub, made sure snc_internal user is there and admin had that role, refreshed cache
Not sure what am I missing 😞
