Change request creating multiple approval groups per related list affected CI

How to stop the change request from creating multiple duplicate approval requests per affected CI 

Scenario: 

The user creates a change request go to related list and adds in 20 affected cis with the same approval group 

hits save

this creates 20 approval requests how to make this know it's the same approval group and only create 1 for that group

Practically it is right and expected behaviour, bcz it run according to the logic you set in flow. the requirement you adding will increase technical debt.
